Abstract

With the advent of 5G networks, solving network selection problems will be very
challenging. This issue is further exacerbated by the diverse needs of the current users. Current
users expect ubiquitous, seamless and Always Best Connected in terms of their network
performance. Additionally, users expect all this to be provided even when the Mobile Node is
moving at high speed. This paper proposes a comprehensive and holistic policy framework for
network selection that not only suits current users’ needs but also those of the future. This paper
also exposes the challenges that still exist in providing solutions for network selection
problems.
